Regarding Brazil, the exclusion is not a Devpost policy, but rather a restriction we are forced to implement due to the legal situation regarding skill-based contests (i.e. hackathons) in Brazilian law. We would strongly recommend you consult with a counsel specializing in promotions before continuing with allowing the contest in Brazil. If you decide to allow them after consultation, you would be responsible for the legal process and costs of registering the competition in Brazil and we would have to shift the prize payment distribution back to you.
No one would rather this situation be different than us as there are some great developer communities in Brazil and we would love to work with them. Let us know if you have any other questions or if you decide to add Brazil so we can help you get the proper updates in place.
